I have the honour to transmit the

-enclosed copy of translation of a Memorial by the Viceroy

of the Two Kwang regarding the proposed establishment of a

University at Canton, which appeared in a recent issue of

a local Chinese Newspaper.

The passage marked 'A' which is

significant did not appear in the copy of the Memorial

published in the Peking Gazette.
